Job Summary
The Medical Liaison Officer will ensure effective coordination of patient referrals, establish strong collaboration with external healthcare actors, and lead the implementation of antimicrobial stewardship initiatives to promote safe, effective, and ethical healthcare practices.
Duties & Responsibilities
KMH-Patients Referrals
- Primary Contact: Serve as the main contact for feedback related to patient referrals.
- Standardized Referral System: Ensure continuity of the referral system in cooperation with the Medical Activity Manager (MAM), Project Medical Referent (PMR), and external health partners.
- Stakeholder Communication: Ensure all stakeholders are informed and aligned throughout the referral process.
- Facilitate Communication: Act as a liaison to resolve issues in the referral process.
- Health Care Analysis: Monitor and document available healthcare and referral options.
- Database Management: Register patients in the referral database and provide updates to the PMR regularly.
- Awareness of Criteria: Ensure other actors are aware of MSF admission and referral criteria.
Liaising
- Professional Contacts: Establish and maintain contacts with relevant health authorities and provide medical context information to PMR/PC (Project Coordinator).
- Networking: Map other health actors' activities and follow up in collaboration with PMR/PC.
- Contact List Maintenance: Keep an updated list of relevant health actor contacts in Khost province.
- Support HP Supervisor: Assist in Community Health Center (CHC) activities and liaise with responsible persons.
- Training Coordination: Ensure regular training for health staff managed by implementing partners.
- Emergency Preparedness: Collaborate with PMR, PC, and the Ministry of Health for emergency response coordination.
- Meeting Attendance: Attend regular PHD/MOPH meetings with or in the absence of PMR/PC/PC Support.
- NGO Liaison: Liaise with other NGOs for emergency responses with PMR/PC support.
Anti-Microbial Stewardship (AMS)
- AMS Focal Point: Act as the focal point for AMS in the project.
- Leadership: Lead AMS initiatives and chair the multidisciplinary Infection Prevention and Control (IPC)/AMS Committee.
- Planning: Collaborate with the IPC committee to identify AMS priorities and develop an annual work plan.
- Monitoring: Oversee antimicrobial data collection and conduct audits on antibiotic prescribing practices.
- Education: Deliver AMS training for healthcare staff and support antimicrobial decision-making.
- Collaboration: Liaise with lab and IPC teams for pathogen tracking and outbreak response.
- Quality Improvement: Participate in IPC/AMS committees to align AMS with healthcare goals.
- Surveillance: Monitor multi-drug resistant organisms (MDROs) and hospital-acquired infections.
- Advanced Practices: Implement advanced AMS approaches like therapeutic drug monitoring.
- Reporting: Provide regular reports on AMS outcomes and advocate for policies to enhance stewardship.
Administration
- Translation and Interpretation: Assist in translation and formulation of official letters.
- Confidentiality: Ensure professional confidentiality of sensitive information.
- Invoice Coordination: Coordinate with MAM and HP Supervisor for reimbursement of medical invoices.
- Data Support: Support data team on data collection procedures and surveillance.
- Office Coordination: Coordinate daily office activities and arrange medical meetings.
- Additional Duties: Perform other duties as requested by the PMR.
Job Requirements
Minimum Requirements and Competencies
Education
- Essential: Medicine or paramedical degree.
- Desirable: Specialization or training in Sexual and Reproductive Health (SRH) services.
Experience
- Strong knowledge of the public healthcare system in Afghanistan.
- Excellent communication and organizational skills.
- Desirable experience with MSF or other health actors.
- Minimum of 2 years in a similar position is desirable.
Languages
- Essential: Pashto and Dari.
- Mandatory: English (spoken and written).
- Computer Literacy: Proficient in Word, Excel, PowerPoint, Outlook, and internet usage.
- Data Management Skills: Required.
