Job Summary: Programme Assistant (SCOPE)

Based in the Field Office, the Programme Assistant will work under the overall supervision of the Head of Field Office and the direct supervision of the SCOPE lead. The incumbent will support overall SCOPE operations, including registrations, deduplication, and transfers management.

Duties & Responsibilities

The main responsibilities include but are not limited to:

  • Assist the SCOPE Lead in overseeing beneficiary registrations across provinces to ensure progress according to the plan.
  • Regularly check registration data for quality issues and follow up with Cooperating Partners (CPs) for rectification.
  • Extract mobile import errors from registration data, analyze them, and share with CPs for corrective actions.
  • Update the registration tracker by adding new projects and updating it with registration and equipment data.
  • Review SCOPE registration monitoring reports submitted by Third-Party Monitors and follow up with CPs for corrections.
  • Support the field office team in deduplication by identifying duplicated identities and acting according to the deduplication SOP.
  • Assist in transfers management, including setting up interventions, enrolling recipients, printing SCOPECARDs, and managing the distribution cycle.
  • Provide SCOPE training to CPs on registrations, biometric identification, data quality standards, and other necessary areas.
  • Ensure compliance with WFP’s data protection and privacy guidelines at the field office level.
  • Conduct field visits to ensure smooth SCOPE registrations and distributions.
  • Perform any other tasks as assigned by the supervisor.

Job Requirements

·       Education: University degree in business administration, public administration, computer science, or a relevant field.

·       Experience:

    • At least 5 years in humanitarian response, identity management, information management, or a relevant field.
    • Experience in SCOPE registration and deduplication is an advantage.
    • Demonstrated project management and user support experience.
    • Experience drafting project management documents and standard operating procedures.

·       Knowledge & Skills:

    • Broad business skills with familiarity in management information systems.
    • Strong written and oral communication skills.
    • Experience working with a United Nations agency, preferably WFP.
    • Field experience in Afghanistan.
    • Proficiency in Word processing, Excel, PowerPoint, and typing in English/Pashto/Dari.

·       Languages:

    • Fluency in both oral and written communication in English and local languages (Pashto/Dari).
