Position Overview

The Senior Specialist for Energy Sector Planning and Analysis will work under the framework of the Deputy Ministry for Energy within the Ministry of Energy and Water. This role provides technical and advisory support to the Energy Planning Directorate, focusing on the analysis, formulation, and management of energy sector development programs and plans. The incumbent will conduct technical, economic, and structural analyses of energy programs and projects and actively contribute to the development and improvement of the Ministry’s energy strategies and plans.

Duties & Responsibilities

·       Collaboration: Work with the Energy Planning Directorate to prepare monthly, quarterly, and annual plans for the energy sector aimed at developing and improving national energy programs.

·       Analysis: Analyze the current power sector situation and provide technical and analytical advice to enhance the Ministry’s development plans and programs.

·       Project Planning: Contribute to the planning of short-term, medium-term, and long-term energy development projects, focusing on analyzing energy capacity, resources, and demand.

·       Data Collection: Collect and analyze statistical and technical data to assess program progress and propose necessary reforms for improving sector performance.

·       Evaluation: Evaluate factors affecting energy program implementation and provide technical solutions to improve plan execution.

·       Assessment: Assist in assessing development plans and programs from domestic and international institutions related to the energy sector, providing analytical opinions and feedback.

·       Reporting: Prepare analytical reports assessing the progress of energy projects and programs to support the Ministry’s technical and policy decision-making processes.

·       Modeling: Conduct technical modeling and analysis of energy projects and systems using specialized software to optimize economic and technical dimensions.

·       Loss Analysis: Calculate and analyze losses in electricity transmission and distribution systems, proposing measures to minimize energy losses.

·       Technical Calculations: Perform calculations for power generation, transmission, and distribution systems, including load flows and transmission line capacities.

·       Standards Development: Develop and propose standards and benchmark programs for power supply systems in accordance with international codes and standards.

·       Software Utilization: Use specialized power system analysis software (e.g., DIgSILENT, ETAP, PSSE) to evaluate and enhance power network performance.

·       Program Planning: Plan and analyze comprehensive programs for electricity generation, transmission, and distribution based on national requirements and long-term objectives.

·       Load Analysis: Analyze power loads of transmission lines and subsystems to determine optimal substation capacity and reactive power compensation requirements.

·       Forecasting: Forecast electricity demand and analyze consumption growth trends using analytical software to support strategic energy sector planning.

·       Additional Tasks: Perform other relevant tasks as assigned by the Energy Planning Directorate.

Key Expected Results

·       Prepare development plans and programs for the energy sector based on capacity analysis and national requirements for submission to the Energy Planning Directorate.

·       Conduct technical and economic analyses of energy projects and present results for optimization.

·       Compile analytical reports to support the Ministry’s technical and policy decision-making.

·       Prepare energy balance reports in compliance with technical standards.

·       Analyze factors affecting electricity losses and propose solutions to reduce energy wastage.

·       Conduct regular evaluations of the energy sector’s performance and present structured reports to the Directorate's leadership.

Job Requirements

Education:

·       Degree in one of the following fields:

·       Electrical Engineering

·       Energy Engineering

·       Power Systems Engineering

·       Renewable Energy Engineering

·       Advanced degrees (Master’s or Doctorate) in relevant fields, particularly focused on energy sector analysis, project management, or policy, will be considered an advantage.

Experience:

·       With a Master’s Degree: Minimum of 5 years of relevant work experience, including:

·       At least 2 years in design, planning, or analysis of energy projects.

·       At least 3 years in general energy sector roles (policy, planning, or project management).

·       With a Bachelor’s Degree: Minimum of 7 years of relevant experience, including:

·       At least 4 years in energy projects.

·       At least 3 years in the energy sector or related technical institutions.

·       Experience in national and international organizations in energy planning or technical and economic studies will be an advantage.

Skills and Competencies:

·       Proficiency in energy project planning, analysis, and management.

·       Ability to work with specialized software (e.g., DIgSILENT, ETAP, PSSE, MATLAB).

·       Proficiency in project planning software (e.g., MS Project, Primavera P6).

·       Skills in data collection, analysis, and interpretation using statistical tools.

·       Ability to prepare analytical and technical reports in Dari, Pashto, and English.

·       Familiarity with national energy sector laws, regulations, and policies.

·       Strong time management, teamwork, and communication skills.

·       Fluency in one national language (Dari or Pashto) and proficiency in English.

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.
