Social Safeguard Assistant
Job Summary
Work closely with/ and under the supervision of M&E Officer, and Gender-Based Violence Analysts within the Project Implementation Teams
Duties & Responsibilities
- Support the daily operations and management of the social safeguard aspects of the project (this includes reviews, screenings, preparation of safeguards plans, implementation, monitoring, evaluation, and reporting), ensuring compliance with the all-safeguards documents and keeping/recording proper documentation in the project file for possible review.
- Support the Social M&E Officer with the social impact assessment exercise of sub-projects to check activities are permissible (as per the legal and regulatory requirements of the project); determine the level of social assessment required based on the level of expected impacts and establish where Environmental and Social Management Plans (ESMP) will be required, providing estimated costs of implementation.
- Support the stakeholder engagement process from the social safeguards perspective, facilitating stakeholder identification, engagement, understanding and use of the grievance redress mechanism (GRM), and disclosure.
- Support the Social Safeguards Specialist and M&E Officer with the monitoring and reporting of the Stakeholder Engagement Plan (SEP) during project implementation to ensure SEP performance is regularly reported with site-specific monitoring and information.
- Compile information from quarterly reports received from other safeguards specialists/implementation partners related to grievances to feed in the biannual project reports.
- Support and contribute to the compilation of social safeguard documents required for sub-projects prior to the implementation of sub-project activities,
- Support with the establishment of the GRM, including: (i) adequate, multiple-access GRM points to receive complaints from stakeholders; (ii) awareness raising/ensuring these access points are known to beneficiaries; (iii) acting as a focal point to receive and file claims accordingly; and (iv) monitor the effectiveness of the access points, proposing any improvement(s) needed in order to resolve and handle complaints on-site;
- Brief staff on the existing GRM, how it works, and how to address receipt and handling of grievances.
- Communicate social safeguards information to the Social Safeguards Specialist and the Chief Technical Advisor, providing guidance on addressing concerns brought to the attention of the focal points regarding any social issues arising from subproject activities.
- Plan trainings and project related sessions for staff and teachers
- Prepare and manage public consultation and disclosure plans as needed
- Any other task assigned by the project manager/ supervisor.
Job Requirements
- Minimum of 2 years working experience in similar positions of national and international NGOs.
- Bachelor's Degree in Education, Psychology, Social Science or any other related field or 14 Grade with 5 years of same experience.
- Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
- Social Safeguard Assistant is required to have his/her own smartphone for ODK purposes.
- Uphold WDIO’s Safeguarding Policy (https://www.wdio.org/safeguarding-policy) and Safeguarding Code of Conduct.
- Must read the Safeguarding Policy and either sign the Safeguarding Code of Conduct that is consistent with or references this policy and Safeguarding Code of Conduct.
- Must read PSEA and Anti-harassment policies and either sign them
- Ensure that all the staff, partners, and vendors selection process adequately implant PSEA, Anti-harassment Safeguarding Policies commitments.
