Job Description
Job Title: Assistant Engineer
Job Summary
The Assistant Engineer is responsible for assisting the Field Officer in the implementation of the AKF Water Emergency Relief Project (WERP) and ensuring that the strategy and procedures of implementation are effectively applied.
Responsibilities
- Project Supervision: Assist the Field Officer in timely supervision and monitoring of the WERP project.
- Compliance: Ensure that project activities comply with donor (World Bank) project documents and apply World Bank Manuals to the project.
- Data Collection: Collect project data according to donor requirements.
- Project Support: Support the Field Officer in completing the project within the specified time, cost, quality, and scope.
- Village Assessment: Assist in conducting village assessment surveys and selecting appropriate locations for water points, latrines, baths, and handwashing facilities.
- Work Plan Implementation: Aid the Field Officer in the proper implementation of the project work plan.
- Quality Control: Check the quality of construction materials, ensuring they meet standards, including sand, gravel, PE pipes, fittings, and iron bars on site.
- Construction Oversight: Ensure proper shuttering, curing of concrete work, and other elements are executed correctly by contractors.
- Water Quality Monitoring: Follow up on water quality tests for new and rehabilitated water points and provide support to the Field Officer.
- Driver Performance Monitoring: Monitor the performance of DACAAR drivers assigned to the team and regularly check generator fuel records.
- Progress Records: Keep daily records of project progress in close coordination with other project staff.
- Equipment Assignment: Assign vehicles and equipment for daily project activities.
- Community Mobilization: Assist the Field Officer in mobilizing communities to contribute to the project when required.
- Training Support: Help train new mechanics/valve men assigned by the community, collecting mechanic wages during hand pump/stand post installation.
- Material Supply: Ensure the supply of proper sand, gravel, and stone at well/stand post sites, as per supplier and community responsibility.
- Stakeholder Visits: Assist the Field Officer during joint field visits with stakeholders.
- Policy Adherence: Strictly follow the organization’s existing policies and procedures, instructing field staff accordingly.
- Additional Tasks: Perform any other tasks assigned by the supervisor.
Job Requirements
Education
- Degree: Bachelor’s degree in Civil Engineering is required.
Experience
- Work Experience: Minimum of three (3) years of proven experience in WASH-related projects in an NGO setting is required.
Other Qualifications (Advantageous)
- Good communication and interpersonal skills.
- Strong technical skills and proper planning abilities.
- Community mobilization skills, honesty, and a strong work ethic.
Languages
- Oral and written fluency in English, Dari, and Pashto.
