Job Summary

The Civil Engineer will ensure the timely completion of all emergency, Disaster Risk Reduction (DRR), and WASH infrastructure projects with a focus on quality. This role involves attending technical and civil engineering-related meetings, updating relevant stakeholders, creating work plans, and identifying improvement measures. The incumbent will prepare project technical design packages, drawings, specifications, and Bills of Quantities (BoQs) as required, ensuring accurate record-keeping, construction inspections, and quality audits. This position is based in Balkh province, where the incumbent will lead and manage the province's engineering activities under the overall supervision of the Project Coordinator.


Duties & Responsibilities

·       Collaborate closely with the IRW CO technical team and WASH and Infrastructure specialists for consultations on planning and designing technical interventions.

·       Conduct surveys and identify health center locations adhering to technical and architectural standards.

·       Produce drawings, technical documentation, and BoQs for all horizontal and vertical structures, ensuring compliance with approved designs.

·       Prepare and coordinate structural specifications and compile final design package documents, including drawings, specifications, design analyses, design calculations, and BoQs.

·       Design steel trusses and provide relevant unit price rate analysis.

·       Familiarity with planning, designing, and implementing low-rise steel structures.

·       Prepare complete technical packages for all civil structure buildings, including design narratives, technical detail drawings, BoQs, and specifications.

·       Conduct load calculations and assign them to structures using engineering software for various types of low-rise vertical structures, steel shelters, and canopies.

·       Ensure that the quality and quantity of materials used comply with specifications.

·       Supervise activities of IRW/contractors on construction sites (e.g., health centers, steel shelters).

·       Provide structural design support to architects, mechanical engineers, electrical engineers, and water supply design teams.

·       Assist the Project Manager and field teams to ensure that planned activities are conducted safely, on time, and within technical documents, budget, and scope.

·       Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards.

·       Supervise construction, operations, and maintenance activities at project sites.

·       Participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction.

·       Coordinate and work closely with the CO technical team, providing regular updates.

·       Develop all technical documents related to structures, including estimations, BoQs, scope of work, environmental studies, work plans, and computer-aided design drawings.

·       Responsible for technical monitoring of project quality, milestone processes, and distribution planning.

·       Perform any other duties as required or assigned by the CO technical team or Provincial Manager.


Job Requirements

Person Specification

·       A good understanding and sympathy for Islamic values and principles, along with a commitment to Islamic Relief Worldwide's vision, mission, and core values.

Knowledge, Skills, and Qualifications

·       Knowledge of WHO water quality standards, testing methodology, and monitoring and evaluation practices.

·       Excellent computer skills, including MS Office (Word, Excel, PowerPoint) and relevant software.

·       Strong knowledge of project estimations and water supply systems design.

·       Familiarity with AutoCAD.

·       Experience in site assessment, topographic surveys, data collection, and analysis of survey projects.

·       Proficiency in AutoCAD drafting and civil design.

·       Experience in providing daily, weekly, and project closing reports using relevant software.

·       Strong analytical, negotiating, communication, and advocacy skills.

·       Experience in staff supervision, teaching delivery, mobilization, teamwork, and reporting.

·       Strong budget management and reporting skills with the ability to oversee multiple awards from various donors.

·       Strong written and oral communication skills, effective in a multicultural environment.

·       Ability to respond rapidly to changing environments and work under pressure.

·       Fluency in English is required; knowledge of Dari and Pashto is preferred.

·       Excellent organizational skills with the ability to prioritize multiple tasks and meet deadlines.

Experience

·       Bachelor’s degree in Civil Engineering/Structural Engineering.

·       Further qualifications in engineering in development-related contexts are preferred.

·       A minimum of 3 to 5 years of professional experience in humanitarian aid projects for vulnerable populations, with experience in implementing low-rise buildings and steel structures highly preferred.

·       Good communication skills, capable of effectively engaging with local communities.

·       Ability to work in stressed environments and meet deadlines.

·       Strong time management skills.

Desirable

·       Relevant experience in planning and designing low-rise buildings for health centers.

·       Understanding of the design and implementation of connexes-made structures.

·       Working knowledge of the regional languages of Afghanistan.
