Job Description:

Under the overall direction of the CEO and in coordination with project technical staff, the Finance Manager is responsible for planning, designing, and coordinating the implementation of effective accounting, financial management, and control systems across all operational areas. This role facilitates the maintenance of accurate and up-to-date financial and accounting records to ensure the smooth running of all business operations, including projects and decision-making in changing environmental circumstances. Additionally, the Finance Manager contributes to the overall success of the organization by effectively managing the provision of financial services, ensuring accurate accounting, providing risk management services, and offering general administrative support. These services may include budgeting, financial planning, reporting, and support for audit functions. The Finance Manager also promotes the achievement of the organization’s goals and objectives

Duties and responsibilities

  • Direct all aspects of the project's financial accounting system, including managing cash flow, tracking expenditures, and preparing monthly financial reports.
  • Assist the CEO in preparing local budget projections when needed.
  • Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested.
  • Monitor project financial position and performance against budgets and report regularly to the CEO on the company's financial status.
  • Oversee and reconcile all financial reporting to ensure compliance with the company and the Government of Afghanistan's policy.
  • Ensure that monthly financial statements and management information are prepared and submitted promptly to enable Senior Management and the Board to review and guide the company’s operations effectively.
  • Tax Clearance with MoF as required
  • Assist and support company branches in financial matters.
  • Maintains general accounting, cost accounting, payables, receivables, and general ledger reconciliations.
  • Ensures appropriate cash flow to satisfy business demands by managing the company's reporting, cash flow projections, and balance sheet items.
  • Work with the company CEO in the preparation and allocation of financial reports of the company.
  • Advise departments with budgeting questions and needs.
  • Oversee the regular payments of the company, ensuring they are on time and accurate.
  • Review multiple reports on a weekly basis on the company’s financial expenditures by various departments.
  • Assist in the preparation of work plans, budgets, and procurement plans;
  • Manage the annual internal and external audit process to ensure it is effectively and efficiently completed for a clean audit report consistent with the comprehensive implementation of smooth operating systems within the company’s operations.
  • Analyze financial data to provide insight and support strategic decision-making
  • Develop and implement financial policies and procedures to optimize operational efficiency
  • Monitor financial performance and prepare regular reports for senior management 
  • Ensure accurate and timely financial reporting and consolidation
  • Develop and maintain strong internal controls and mitigate financial risks
  • Drive cost optimization initiatives and identify opportunities for revenue growth
  • Collaborate with cross-functional teams to drive financial performance and operational excellence
  • Identify areas for improvement in financial processes and implementation solutions
  • Participate in strategic planning and support the execution of financial objectives
  • Evaluate and recommend technology solutions to enhance financial operations

Contracts/Procurement:

  • Coordinate with the company CEO and guide the technical teams in developing scopes of work and bid documents for procuring goods and services.
  • Review financial-related contracts with the technical staff.
  • Ensure compliance with Afghanistan procurement regulations and processes.
  • Correspond and document discussions with vendors during the bid phase, ensuring transparency.
  • Conduct preliminary evaluation of proposals to ensure compliance with RFP/RFQ terms and conditions.
  • Participate in all technical and financial evaluation matters.
  • Prepare technical and financial evaluation reports with input from technical staff.
  • Draft a subcontract or purchase order and coordinate approvals with the company CEO.
  • Finalize negotiations with vendors for cost and contract terms.
  • Coordinate with the technical team on the acceptance of deliverables.
  • Oversee vendor and contractor payments.
  • Any other task assigned by the company CEO

Job Requirements:

  •  A bachelor's degree in finance, accounting, economics, or A master's degree (MBA) or professional certifications are preferred.

Experience

  • 5-7 years of progressive experience in finance or accounting.
  • A minimum of 3 years in a managerial role is required.
  • Experience in budgeting, financial analysis, reporting, and compliance is essential.

Skills and competencies

  • Strong proficiency in financial software, including Microsoft Office Suite (especially Excel) and accounting software such as QuickBooks.
  • Thorough understanding of accounting principles (e.g., GAAP) and financial markets.
  •  Strong analytical and problem-solving skills to analyze data and provide strategic insights.
  •  Ability to translate complex financial information into understandable reports.

    Leadership and Communication:

  • Excellent written and verbal communication skills.
  • Strong leadership and team development abilities.
  • Ability to work independently and as part of a team.

Certifications (preferred)

  • Certified Public Accountant (CPA)
  • Chartered Financial Analyst (CFA)
  • Association of Chartered Certified Accountants (ACCA)
