Job Description: Freelancing and Remote Work Expert


Background and Objective of the Assignment

UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. Working with our broad network of experts and partners in 170 countries, we help nations to build integrated, lasting solutions for people and the planet. UNDP has been active in Afghanistan for over 50 years, focusing on climate change, resilience, gender, governance, health, livelihood, and rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP supports the Afghan people's aspirations for peace, prosperity, and sustainability.

In 2024, UNDP launched the “Digital Solutions for Recovery” project to pilot and promote digital solutions for recovery in Afghanistan. This initiative aligns with UNDP’s 2022-2025 Strategic Plan, recognizing digitalization as a critical enabler, in collaboration with the private sector, civil society organizations (CSOs), and development partners. The project builds on previous digitalization, community empowerment, and inclusive economic development initiatives.

Objectives Include:

  • Analyzing and aligning private sector workforce requirements with a pool of highly qualified personnel.
  • Implementing digital courses for youth, providing practical skills in ICT and access to internships and job opportunities.
  • Promoting the startup ecosystem by creating an enabling environment for innovation.

Duties & Responsibilities

Scope of Work:

The Freelancing and Remote Work Expert will undertake the following to ensure the success of the project:

  1. Curriculum Development:
    Identify universities to collaborate in developing a curriculum focused on online work and freelancing, equipping youth with in-demand skills.
  2. Stakeholder Assessment:
    Create questionnaires to assess and map stakeholders and universities in Afghanistan, identifying at least 10 universities and 5 private sectors.
  3. Digital Curriculum Creation:
    Develop a comprehensive digital and online business curriculum available in English, Pashto, and Dari, focusing on the latest trends in freelancing.
  4. Collaboration with Designers:
    Work closely with graphic designers to prepare the curriculum for printing and online publishing, reviewing and standardizing materials.
  5. Training of Trainers (ToT):
    Conduct four ToT sessions for identified university teachers, involving a minimum of 20 teachers.
  6. Field Visits:
    Regular visits to selected project sites are required.
  7. Additional Duties:
    Perform any other duties as required by the supervisor.

Institutional Arrangement

The Freelancing and Remote Work Expert will work under the supervision of the “Digital Solutions for Recovery” Project Manager and collaborate closely with the project team.

Payment:

Monthly basis

Duration of the Assignment:

3 months (May 20 to August 20, 2025)

Duty Station:

Kabul city, Afghanistan


Job Requirements

Education:

  • Bachelor’s degree in Business Administration, Information and Communication Technologies, Digital Marketing, or related fields.

Experience and Skills:

  • Minimum of 3 years of relevant experience in freelancing and remote work, particularly in crisis contexts.
  • Expertise in developing online business education curricula and creating engaging learning materials.
  • Proven experience in conducting assessments related to digitalization and innovation.
  • Direct experience in innovation, digitalization, and partnerships with stakeholders and private sector companies.
  • Ability to organize and conduct training and presentations in online workshops and seminars.
  • Strong understanding of Afghanistan's sub-national institutional contexts regarding innovation and digitalization.
  • Experience working with international organizations, NGOs, and private sector companies is an asset.

Competencies:

  • Strong interpersonal, digital, and communication skills.
  • Good oral and analytical communication and writing skills.
  • Proficient in office software packages (MS Word, Excel, etc.); knowledge of programming software is a strong advantage.
  • A good team player, self-starter, capable of working under minimal supervision.

Language Requirements:

  • Proficiency in written and spoken English and fluency in Pashto and Dari is required.
