Senior Specialist - Systems Analyst & Design

Job Summary

The Senior Specialist – Information Systems Unit plays a supporting but highly technical role in the planning, analysis, design, and implementation of information systems at DABS. This includes assisting with research into the organization’s current IT systems (such as billing, HRMS, ERP, finance, and customer service platforms), identifying functional and technical gaps, and helping to design new or enhanced solutions that align with organizational goals for transparency, efficiency, and integration.

Duties & Responsibilities

·       Conduct detailed analysis of current information systems to identify inefficiencies and areas for improvement.

·       Develop system specifications, process flow diagrams, and technical documentation.

·       Collaborate with the MIS Department and IT Directorate to design and test enhancements or new system features.

·       Participate in system evaluations, pilot tests, and user acceptance processes.

·       Provide support for data integration, system interoperability, and reporting functionalities.

·       Assist in the identification and documentation of user requirements across departments.

·       Maintain a knowledge base of software solutions, tools, and technical standards relevant to DABS operations.

·       Provide on-demand technical support and troubleshooting assistance for MIS platforms.

·       Train end users and prepare user manuals and training materials as required.

·       Assist the Senior Expert in monitoring system development timelines and ensuring quality deliverables.

·       Submit regular reports and recommendations to the R&D Directorate.

Job Requirements

·       Education:

·       Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related field.

·       Master’s degree is preferred.

·       Experience:

·       Minimum of 4 years of relevant experience in system analysis and design.

·       Familiarity with business process modeling tools and the system development lifecycle (SDLC).

·       Experience with utility or public sector systems is an asset.

·       Skills and Knowledge:

·       Strong knowledge of UML, BPMN, DFD, ERD, and system modeling tools.

·       Proficiency in Microsoft Office Suite, SQL, and system documentation software.

·       Excellent analytical and problem-solving skills.

·       Solid knowledge of system development life cycles (SDLC).

·       Proficient in technical documentation and requirement gathering.

·       Strong problem-solving and teamwork skills.

·       Basic knowledge of cybersecurity principles and system quality assurance.

·       Effective communication and teamwork abilities.

·       Fluency in English and one national language (Dari or Pashto).
