Job Description: Administrative and Finance Associate


Job Summary

The Area-Based Approach to Development Emergency Initiatives (ABADEI) Project is a response to the ongoing crisis in Afghanistan, aimed at supporting basic human needs while enhancing community resilience. The project focuses on addressing poverty, supporting livelihoods, and providing immediate income sources through various initiatives, particularly for women and girls.


Duties & Responsibilities

Financial Management:

  • Support the ABADEI Project Management Unit (PMU) in financial planning and adherence to internal control systems.
  • Ensure compliance with UN/UNDP financial regulations and policies.
  • Maintain robust internal financial management controls over financial processes.
  • Conduct periodic reviews of financial transactions and support necessary corrections.
  • Monitor budget and expenditures, and assist in preparing financial reports.

Administrative Support:

  • Provide administrative support for the smooth implementation of the ABADEI project.
  • Assist in preparing annual and quarterly work plans and periodic reporting.
  • Coordinate travel arrangements for personnel, consultants, and partners.
  • Ensure availability and maintenance of project equipment.

Knowledge Building and Sharing:

  • Facilitate knowledge sharing and provide guidance on financial and administrative matters.
  • Support the organization of training on financial management and administrative procedures.
  • Document lessons learned and best practices in finance and administration.

Institutional Arrangement:

  • Under the guidance of the ABADEI Project Manager and direct supervision of the Finance Specialist, the Associate will provide administrative, coordination, and financial management support.

Job Requirements

Education:

  • Secondary Education with specialized certification in accounting and/or finance.
  • University degree in Finance or Accounting is desirable.
  • Fully Qualified Accountant from an internationally accredited institute or completion of the UNDP Finance Training and Certification Programme (FTCP).

Experience:

  • Minimum of six (6) years (with secondary education) or three (3) years (with bachelor's degree) of relevant experience in financial transactions and administration.
  • Demonstrable experience in financial management and project administration.

Required Skills:

  • Proficiency in Office software packages (MS Word, Excel, PowerPoint).
  • Experience in compiling project reports and familiarity with UN/UNDP policies.

Languages:

  • Fluency in English and Dari and/or Pashto is required.

Professional Certificates:

  • Procurement certification would be an asset.
