Job Description: Solar Energy Engineer


Job Summary

Our work aligns with the Afghanistan National Peace and Development Framework and is coordinated with partner UN agencies under the One UN Framework.

Project Background:
The Federal Republic of Germany has funded the project “Sustainable Energy Services for Education and Health in Afghanistan (SESEHA)” through KFW. The key objective is to adopt renewable energy and energy efficiency measures in public facilities (primarily in health and education) to ensure sustained delivery of essential services.

Job Objective:
The overall objective is to hire solar energy engineers for the SESEHA project to support various renewable energy activities, including energy need assessments, site visits, system design, technical specifications development, and installation monitoring.


Duties & Responsibilities

  • Energy Assessments:
    • Conduct facility visits to gather information on energy needs for schools, clinics, and hospitals.
    • Perform in-depth energy need assessments, including energy requirements and detailed BOQs.
  • Implementation Responsibility:
    • Implement UNDP’s practices on Social and Environmental Screening (SES) and Grievance Redress Mechanism (GRM).
  • Data Validation:
    • Verify and analyze data collected on-site and propose appropriate energy solutions.
  • Community Engagement:
    • Work with end-users, local communities, and education and health councils to address institutional arrangements for solarization.
  • Installation Supervision:
    • Supervise the installation of solar systems, ensuring compliance with timelines and specifications.
  • Technical Support:
    • Assist in the implementation of large-scale solar PV and mini-grid developments.
  • Project Management:
    • Develop project schedules, identify corrective measures, and assist in operation and maintenance modalities.
  • Documentation and Reporting:
    • Record issues, risks, and lessons learned, and provide progress and monthly reports.
  • Knowledge Sharing:
    • Develop documentation and communication materials in coordination with the project team.
  • Additional Duties:
    • Perform other relevant tasks as assigned by the Direct Supervisor.

Job Requirements

Skills:

  • Language Proficiency:
    • Excellent written and spoken English; fluency in Pashto and Dari.

  • Knowledge management and interdisciplinary development issues.
  • Application of best practices in renewable energy.

Qualifications:

  • Experience:
    • 3-7 years in energy need assessments, system design, and monitoring installations.
    • Proven experience in solar energy projects.
    • Knowledge of photovoltaic system design and energy consumption data collection.
  • Education:
    • University degree in renewable energy, electrical engineering, mechanical engineering, or related fields.

Job Location:

  • Regions: Helmand, Nimroz, Urozgan, Zabul, Qandahar, Samangan, Faryab, Sar-e-pul, Jawzjan, Balkh, Farah, Badghis, Herat, Bamyan, Ghor, Daikundi.

Travel Requirements:

  • Possible travel to various districts; consultants cover their travel expenses.

Office Facility:

  • UNDP will not provide office facilities, supplies, or internet access during this assignment. Consultants must bring their own laptops and communication solutions.
