RESPONSIBILITIES
Technical responsibilities
- Safe and Bank accounts management
- Finance authorisation
- Taxes: payment, filling, clearance and liaison tax office
- Month/Year End Closing
General responsibilities
- Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
- Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
- Adherence to Afghan NGO Law and Tax Law.
- Adherence to all ENC Regulations and Security Standard Operating Procedures and always maintaining confidentiality.
Safe and Bank accounts management
- Cashier duties, bank transfers and cheques payments, cash and wire transfers to all locations
- Accurate entries in accounting software
- Weekly and monthly reconciliations
- Archiving and filing
- Liaison with different Banks
Finance authorisation
- Authorises payments up to USD 1,000
- Reviews documents submitted for payment (signatures, coding and supporting documents)
Tax payments, filling & Clearance
- Prepares monthly tax payments on time
- Ensures tax returns submission on time
- Follows-up with Medair case manager at tax office for tax clearance
Month/Year end closing
- Ensure transactions are recorded accurately as per the accounting requirement
- All transaction recorded in the accounting software are supported with requirement supporting document
- Ensure weekly/monthly safe & bank account reconciliation are performed.
- Ensures each employee’s labour card is approved on portfolio
Other skills
- Contributes to the smooth running of Finance Department in Kandahar
- Support field Finance employees and other Departments and responds to request
- Contribute to good relations between all departments in Medair Afghanistan
- Ensure good communication to all staff (Kabul and field locations)
- Any relevant administrative tasks
- Ensure the finance office and safe are properly locked and secured when the office is closed.
- Report any issues regarding of fraud and other irregularities to the PSM and FM.
Job Requirements:
REQUIREMENTS
Education: Bachelor in Business Administration (General) , Specialization in Finance preferred.
Relevant experience: At least 3 years working for an I/NGO as Finance Person is essential/ Experience with tax, bank and cash handling is desirable
Languages: Fluent Pashto and Dari oral and written skills and excellent English oral and written skills.
Computer: Ease with MS Excel and MS Word, experience archiving on cloud system and proficiency in MS Excel.
Organizational capacity: Ability to prioritise and multi-task
Team building: An excellent team player, willing to assist in Medair work where applicable.
Adaptability: Ability to work under pressure, ability to work in cross-culture context.
Problem solving & initiative: Prompt to take initiative, Autonomous decision making, Solution-oriented.
Character: Honest with integrity, conscientious, dedicated with strong attention to detail, accountable.
Communication skills: Ability to clearly communicate and willingness to listen.

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.
