Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. Alongside the Ministry of Public Health, AFGA has been working in the field of Reproductive Health since its inception. AFGA is a fully accredited member of the International Planned Parenthood Federation (IPPF) and an important partner of UNFPA.

A committed team of more than 600 experts are working in 11 provinces of Afghanistan to achieve AFGA goals and objectives. AFGA provides health services to the most vulnerable and hard to reach communities through over 140 service delivery points.  

About Hospital:

AFGA is in the process of establishment of a 20-bed hospital in Kabul, aimed at providing quality Reproductive Health services to mothers and newborns. The hospital will be fully equipped with modern medical equipment, facilities and staffed by experts.

As part of a long-term development plan, hospital services will continuously expand, serving as the central hub for AFGA outreach and small Service Delivery Points (SDPs) to refer patients needing advanced care. The hospital will adhere to national and international standards for patient safety and quality service, ensuring it meets the needs of target communities.


Job Description: Mobile Health Team (MHT) Medical Doctor


Job Summary

The Mobile Health Team (MHT) Medical Doctor will lead the AFGA health team in providing health services to targeted communities. This role involves delivering quality health services, including diagnosis, treatment, consultation, and referral services through static and mobile clinics, with a focus on RMNCAH services. As the team leader, the medical doctor will oversee health facility staff, ensuring organized service provision and maintaining access to quality health services for targeted communities.


Specific Responsibilities

  • Team Management: Oversee overall health team management in the field, including planning outpatient department (OPD) sessions and leading team members (midwife, psychosocial counselor, community mobilizer, and vaccinator) according to their job descriptions.
  • Service Execution: Ensure that all planned primary health care services, including reproductive health services, trauma care, and other project interventions, are executed and delivered to the target population within the catchment area.
  • Quality of Care: Maintain the required quality of care in healthcare services provided to patients (consultation, diagnosis, treatment, referral), health education, and awareness-raising sessions.
  • Compliance: Ensure that all healthcare services are delivered according to current medical practices, national guidelines, treatment protocols, and organizational policies/procedures, focusing on privacy, accountability, and humanitarian principles.
  • Technical Support: Provide technical support and monitor health facility team members' activities to ensure compliance with relevant guidelines, standards, and protocols.
  • Resource Utilization: Ensure proper utilization of project resources in the field, maintain quality of service delivery, and ensure accurate data entry by all team members while coordinating closely with local communities, stakeholders, and elders.
  • Data Management: Regularly update and enter data on daily OPD consultations in various HMIS/reporting tools and registers according to MoPH/project needs.
  • Community Engagement: Actively participate in community-based activities, awareness sessions, meetings, and lead coordination with local health committees and other forums.
  • Problem Reporting: Identify and report any issues at the community or service delivery point level that may hinder program objectives or require management action.
  • Training Participation: Participate in designing and implementing on-the-job training for health team staff as per project work plans and staff development needs.
  • Additional Duties: Perform any other duties as assigned by the supervisor.

Job Requirements

Qualifications:

  • Graduated from a recognized medical university and successfully completed the MoPH exit exam.
  • A minimum of 3 years of proven experience as a medical doctor with national and international NGOs.
  • Strong communication, conflict resolution, and team leadership skills.
  • Fluent in Pashto and Dari, with good knowledge of English.
  • Previous experience with MHT projects focusing on RMNCAH services.
  • Attended relevant trainings, such as IMCI, HMIS, and IP.
  • Familiarity with reporting in DHIS and KOBO tools.
