Job Description: Emergency Response Coordinator


General Purpose of the Position

In close collaboration with the Coordination team, define and plan emergency response objectives and priorities. Identify humanitarian needs, analyze context and humanitarian issues, assess risks and constraints, and calculate human and financial needs. Contribute to the implementation of activities in the field and ensure internal coordination among relevant team members to improve the humanitarian situation of the targeted population.


Main Responsibilities and Tasks

  • Representation:
    • Represent INTERSOS within emergency response teams and stakeholders.
    • Develop institutional contacts with local government and national partners to coordinate INTERSOS activities.
  • Situation Monitoring:
    • Observe the political and humanitarian situation to ensure compliance with INTERSOS’ charter, policies, and image.
  • Needs Evaluation:
    • Evaluate needs by identifying population status and analyzing context, population movement, emerging needs, and associated risks.
  • Exploratory Missions:
    • Propose and carry out exploratory missions and rapid assessments related to INTERSOS emergency response.
  • Project Management:
    • Prepare regular updates of project work-plans and financial plans, ensuring quality implementation in compliance with INTERSOS and donor guidelines.
  • Implementation and Monitoring:
    • Supervise the implementation, monitoring, and evaluation of the emergency response program, proposing corrective actions as needed.
  • Reporting:
    • Provide regular reports to the Head of Mission and other SMT members on project evolution and propose necessary corrections.
  • Institutional Memory:
    • Maintain written records of individual projects and disseminate information about achievements, challenges, and lessons learned.
  • Team Management:
    • Plan and organize team tasks and workload, guiding comprehension of project issues through regular meetings and feedback.
  • HR Policies:
    • Contribute to the application of HR policies and processes, including recruitment and training.
  • Capacity Building:
    • Identify training needs, build capacity, and provide training sessions and coaching to staff.
  • PSEA/CP Compliance:
    • Ensure program staff are trained on INTERSOS PSEA/CP Policies and that these policies are respected.
  • Recruitment Support:
    • Assist in the recruitment process by screening CVs and conducting interviews as needed.
  • Communication:
    • Promote effective communication and information flow within the team and ensure confidentiality.
  • Safety Protocols:
    • Ensure INTERSOS security and safety protocols are respected to provide safe working conditions for staff.
  • Financial Monitoring:
    • Monitor financial expenditure and status of purchase requests, ensuring the financial plan is updated.
  • Logistics Supervision:
    • Supervise logistical orders and project procurements to ensure efficiency.
  • Reporting:
    • Produce monthly internal reports and mid-term/final reports according to donor regulations.
  • Field Visits:
    • Conduct regular field visits to project locations to ensure quality interventions.
  • Coordination:
    • Coordinate with other Program Managers and Technical Coordinators to ensure consistency in implementation.
  • Additional Tasks:
    • Perform any other tasks requested by the Head of Mission.

Job Requirements

Education

  • Master’s degree in humanitarian action, international development, international relations, or a relevant subject, or equivalent experience.

Professional Experience

  • 4 to 6 years of relevant work experience in the humanitarian sector.
  • Previous experience in managing multi-sectoral programs and emergency response management is considered an asset.

Professional Requirements

  • In-depth knowledge of Project Cycle Management.

Languages

  • Fluent in English (written and spoken); knowledge of Arabic is an asset.

  • Capacity to cope with stressful situations.
  • Strong interpersonal skills and ability to establish effective working relations.
