Job Description: Field Manager


Position Summary

The Field Manager provides leadership at thefield level to ensure effective and timely implementation by overseeing program and support activities at the base level. This role involves close collaboration with programs, technical, and support teams to ensure coordination and successful delivery of activities.

The Field Manager oversees the implementation of INTERSOS programs as per designated project responsibilities in their base or area, under the hierarchical supervision of the Head of Operations and the technical supervision of the Head of Programme. This includes ensuring detailed and coordinated activity planning, support for program monitoring, and oversight of operational aspects of program implementation at the base level.

She/He provides overall leadership for operational access and coordination of operations in their base and contributes to the overall Mission’s planning as a member of the extended Senior Management Team (e-SMT).


Reporting Structure

  • Hierarchical: Field Coordinator/Country Director
  • Functional: Head of Programme / Head of Operations

Key Responsibilities

Project Implementation at Base/Province Level

  • Supervise the work of the base field team members in coordination with the relevant Project Manager/Programme Manager to achieve planned project outputs and objectives.
  • Lead the development of base-level work plans, allocate staff and resources efficiently, and ensure all activities are on track.
  • Support management and coordination among teams, particularly between different ongoing projects.
  • Contribute to the development and implementation of new strategies to enhance program delivery based on identified beneficiary needs.
  • Provide regular written reports and assist in preparing status and progress reports.
  • Evaluate the impact of interventions and assess remaining needs through data collection and analysis.
  • Ensure compliance with INTERSOS standards and SOPs.

Supervision and Staff Management

  • Supervise project managers, technical specialists, and support teams (HR, Finance, Logistics, Access & Safety) at the base/province level.
  • Organize the organizational charts, distribute tasks, and guide teams through regular meetings and feedback to ensure efficient resource deployment.
  • Promote smooth communication and information flow within the field team while maintaining confidentiality.
  • Identify training needs and coordinate capacity-building initiatives, including on-the-job training and individual follow-up.
  • Ensure that program and support staff at the base/province level are trained and adhere to INTERSOS policies and regulations.

Reporting

  • Collaborate with the Grant and Reporting Manager & Head of Programme to maintain institutional memory and keep written records of program development.
  • Ensure regular internal reporting and prepare contractual reports according to donor regulations.
  • Monitor project data collection and ensure accurate use of internal databases.

Finance and Logistics

  • Plan and monitor financial expenditures in collaboration with the Project Manager, ensuring correct reporting and accounting.
  • Oversee procurements for program needs in coordination with the Head of Operations.

Field Management

  • Oversee the opening, closing, and operation of the base, ensuring compliance with INTERSOS principles and guidelines.
  • Implement and monitor security protocols and policies.
  • Liaise with communities, local authorities, and stakeholders to support program initiatives.
  • Promote a positive working environment and ensure staff safety and security.

Internal and External Coordination

  • Facilitate internal and external coordination with stakeholders to implement INTERSOS activities effectively.
  • Represent INTERSOS positively in various forums and meetings.

Job Requirements

Education

  • University degree in management, human rights, social studies, or a related field (Master’s degree preferred).

Experience

  • At least 5 years of professional experience in the NGO and humanitarian sector.

Professional Skills

  • Excellent understanding of project cycle management (formal training/certification in PCM is an advantage).
  • Strong problem-solving abilities and knowledge of donor compliance issues.
  • Proficient in MS Office or equivalent.
  • Experience in admin/finance and logistics functions.
  • Demonstrated leadership, interpersonal skills, and staff management experience.

Languages

  • Proficiency in English (written and spoken) and fluency in local languages.

Personal Attributes

  • Strong teamwork skills and tolerance for differences in a multicultural environment.
  • Practical problem-solver with strong communication and diplomatic skills.
