Job Summary

The HR Officer based in the provincial office works on all projects in the provincial office. He/she will work under the direct supervision of the Provincial Education Manager in the provincial office and the Sr. HR Officer in the central office.


Main Duties and Responsibilities:

  • Recruit teachers and field-level staff for education projects run by WDIO in the concerned districts of the province.
  • Ensure that all staff personnel files are up to date regarding contracts, timesheets, application forms, diplomas, and all related documents.
  • Oversee daily HR functions, ensuring smooth and efficient operations.
  • Collect and verify monthly timesheets, prepare payroll, and ensure accurate data entry (e.g., absences and leaves).
  • Maintain and update personnel files, including records of leave and contracts.
  • Submit completed recruitment packages to the Head Office HR team for contract issuance.
  • Ensure all staff have valid contracts and up-to-date job descriptions.
  • Maintain the HR filing system, ensuring confidentiality and accuracy of employee records.
  • Assist in organizing and facilitating HR-related training sessions for staff to enhance their skills and knowledge.
  • Maintain confidentiality of all staff personnel issues, including disciplinary procedures.
  • Address employee requests regarding human resources issues, rules, and regulations.
  • Implement a staff database for all headquarters and sub-offices of WDIO.
  • Assist in the evaluation of all staff in different projects and their follow-up.
  • Check and follow up on attendance sheets or timesheets every month.
  • Ensure that staff adhere to WDIO internal staff regulations and respond to all questions from staff about internal rules.
  • Maintain accurate records of all payroll transactions and preparation, keeping an updated list of project staff.
  • Prepare an accurate quarterly effort report of all provincial staff for finance by the due date.
  • Submit activity reports to the central office regularly.
  • Provide backup for other HR staff in the province.
  • Work on team-building procedures.
  • Perform any other tasks assigned by the supervisor.

Job Requirements:

  • Bachelor’s degree in Business Administration, HRM, Management, Educational Management & Leadership, or any other related field.
  • At least 3 years of proven experience in the field.
  • Strong communication skills.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  • Proficient computing skills – word processing, spreadsheet design, and presentations.
  • Efficiency, result-oriented, and excellent management capabilities.
  • Problem-solving and conflict resolution skills.
  • Capacity to perform effectively under pressure and harsh conditions; handle confidential and politically sensitive issues responsibly and maturely.
  • Excellent capacity development and teamwork skills, with cross-cultural and gender sensitivity.
  • Ability to travel throughout the country.
  • Respect for the confidentiality of the organization.
  • Ability to use information technology effectively.

WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.
