Job Summary

The Sr. Education Officer is responsible for implementing the education activities, including but not limited to GPE for targeted beneficiaries, community mobilization, teaching and managerial skill development for school teachers, and directing beneficiaries/students to receive their need-based education. Under the overall technical and administrative direction of the Provincial Education Coordinator/Education Specialist, assist in project planning and implementation, including school assessment, teacher recruitment, and teacher training.


Duties and Responsibilities:

  • Undertake training needs assessments for project staff and teachers with the assistance of Project Teacher Trainers in the province.
  • Develop & organize on-the-job refresher training to address any gaps and build the capacity of individuals and departments targeted by the project.
  • Design training for the beneficiaries following the approved proposal of the projects.
  • Evaluate regularly the impact of all conducted training.
  • Coordinate the monitoring of the activities according to the approved activities schedule.
  • Produce initial reports of the activities and share these reports on time.
  • Keep a record of the project by doing proper data collection and filing it accordingly.
  • Assist in the recruitment of teachers and project field staff in coordination with PED and relevant policies.
  • Coordinate with relevant government departments in the province, including the provincial education department, district education departments, and the department of the economy.
  • Maintain a perfect record and filing system of the project activities and do proper data collection.
  • Support the unit head in the implementation of other educational projects.
  • Conduct field visits to WDIO-targeted areas.
  • Prepare monthly and quarterly result-based progressive reports to the relevant line Ministry of Education and clusters.
  • Inspire staff to excel in their jobs while also achieving goals and meeting deadlines.
  • Prepare and coordinate daily plans and activities that contribute to the objective of the project.
  • Conduct regular and on-demand field visits to the project site.
  • Report on the overall activities being undertaken at the field level to the supervisor on time.
  • Monitor and supervise the activities at the field level and share findings with the Project Manager and relevant staff for improvement.
  • Ensure and oversee structured training evaluation mechanisms, utilizing assessments to enhance training approaches at both national and provincial levels.
  • Monitor and support Provincial-Level Master Training cascades, ensuring implementation fidelity and effectiveness.
  • Plan and conduct field visits to implementation areas, provide technical assistance to staff, and raise findings in feedback sessions. Achievements from these visits should be reflected in reports shared with the program head, including required instructions or support needs.
  • Facilitate technical orientation sessions (in person or virtual) to ensure quality implementation of technical activities.
  • Oversee the training, assessments, observation data collection process, analysis, and reporting, ensuring proper file organization.
  • Support the provincial manager in developing the annual program report for donors.
  • Oversee the technical filing systems, ensuring they are well-organized by soft and hard recording standards.
  • Perform any other tasks assigned by the line supervisor or the Education Specialist and be accountable to senior management.

Job Requirements:

  • Bachelor's Degree in Education, Educational Management & Leadership (Teacher Education, School Improvement/School Effectiveness), development studies, social science, or related fields.
  • At least 4 years of specific related experience.
  • Good communication skills, particularly in the local language (Dari/Pashto).
  • Speaking and writing ability in English.
  • Good knowledge of the child education system in Afghanistan.
  • Experience working with government and non-government organizations.
  • Ensure reports and other documents from concerned supervisors contain qualitative and quantitative information.
  • Skill in implementing activities in coordination with the District Education Department, other government officials, local elected bodies, NGOs, project experts, and concerned community members.
  • Self-motivated with the ability to work independently or in a team environment.
  • Organizational and time management skills are needed to ensure programs are completed by the scheduled time.
  • Ability to organize and conduct different seminars and workshops for teacher and staff development.
  • Ability to adjust technical language and presentation skills for audiences of all levels.
  • Strong interpersonal skills to work with a variety of people throughout the organization.
  • Honest judgment for assessing staff performance and capacity building for the smooth implementation of the program.
  • Ability to work under pressure and be honest and responsible.

WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.
