Job Description: Occupational Health and Safety Specialist


Job Summary

The incumbent will work under the overall supervision of the FAO Representative (FAOR) or Deputy FAO Representative (DFAOR) in Afghanistan, directly supervised by the International Environmental and Social Safeguards Specialist. The role focuses on providing technical assistance for the efficient implementation of Environmental and Social Safeguards requirements, particularly in Occupational Health and Safety (OHS).


Duties & Responsibilities

  • Technical Guidance:
    Provide overall technical guidance on OHS in line with FAO’s global policy.
  • Compliance Assurance:
    Ensure compliance with FAO Framework for Environmental and Social Management (FESM), World Bank’s Environmental and Social Framework (ESF), donor Environmental and Social Safeguards requirements, and Environmental, Health and Safety (EHS) Guidelines.
  • Risk Assessment Coordination:
    Support the coordination and monitoring of OHS risk assessments, hazard identification, and the development of an OHS action plan with measurable objectives and Key Performance Indicators (KPIs).
  • Occupational Health and Safety Management Plan:
    Prepare generic and site-specific Occupational Health and Safety Management Plans (OHSMP).
  • Implementation Tools Development:
    Develop checklists, guidance notes, and tools for effective OHS compliance monitoring for FAO field teams.
  • Training and Outreach:
    Design and deliver training activities on OHS to FAO teams, Implementing Partners (IPs), Contractual Partners (CPs), and workers monthly or as required.
  • Incident Reporting System Development:
    Coordinate with the Compliance team to develop an OHS incident reporting system, including classification and analysis.
  • Provision of Personal Protective Equipment (PPE):
    Ensure appropriate PPE, hygiene, and safe work practices for all workers.
  • Incident Reporting and Analysis:
    Prepare/review incident fact-finding reports, including root cause analysis and corrective actions, and monitor their implementation.
  • Documentation Maintenance:
    Maintain proper documentation of all OHS aspects and a weekly dashboard on OHS issues, including workplace incidents and near misses across projects.
  • Monitoring Compliance:
    Work closely with the Compliance team to monitor OHS based on Environmental Code of Practice (ECoP), ESMP, ESMF, and OHSMP through internal and external audits/inspections.
  • Joint Diagnostic Walkthroughs:
    Conduct joint diagnostic walkthroughs with Mirabs, community members, and technical staff for OHS compliance identification on-site.
  • Regular Monitoring of OHSMP:
    Regularly monitor the implementation of OHSMP across all FAO projects.
  • Reporting:
    Prepare reports (monthly, bi-monthly, bi-annually, or annually) on OHS performance, compliance status, and recommendations for improvement.
  • Correspondence Drafting:
    Draft relevant correspondence related to progress and reports.
  • Query Response:
    Respond to queries on OHS and provide advice in consultation with relevant units.
  • Other Duties:
    Perform any other duties as may be required.

Job Requirements

Minimum Requirements:

  • Bachelor’s degree in Occupational Health, Environmental Health, or a closely related field.
  • Six years of relevant experience in occupational health or environmental health, with at least four years in UN or INGO settings being desirable.
  • Working knowledge (level C) of English and local languages (Pashto and/or Dari).
  • National of Afghanistan.

Technical/Functional Skills:

  • Strong knowledge of international safeguards requirements on OHS and related regulations.
  • Ability to develop OHS management plans and documentation.
  • Experience in providing guidance and training on OHS issues.
  • Previous work experience with the UN/INGOs (at least 4 years) on OHS is a strong asset.
  • Good documentation and presentation skills.
  • Ability to travel extensively to field offices.
