Job Description: Pharmacy Officer


Job Summary

Under the direct supervision of the Provincial Coordinator and Program/Project Manager, Shahkar Organization seeks an experienced Pharmacy Officer. The Pharmacy Officer will oversee the effective management of pharmaceuticals and medical supplies to ensure availability, quality, and proper usage in supported health facilities and programs. This role includes stock management, distribution planning, compliance with national and donor standards, and providing technical support and capacity building to pharmacy staff at the facility level. The Pharmacy Officer will work closely with procurement, logistics, and health teams to ensure uninterrupted service delivery.


Duties & Responsibilities

  • Inventory Management:
    • Manage receipt, storage, inventory control, and distribution of medicines and medical supplies.
  • Storage Compliance:
    • Ensure pharmaceutical products are stored properly according to national and international standards.
  • Stock Assessments:
    • Conduct regular stock assessments and maintain updated stock records (manual and/or electronic).
  • Quality Control:
    • Perform quality control checks on all received pharmaceuticals to ensure compliance with specifications, including checking packaging, labeling, expiry dates, and integrity of products.
  • Rational Use of Medicines:
    • Support health facility staff in rational use of medicines, prescription audits, and adherence to treatment guidelines.
  • Reporting:
    • Prepare and submit monthly and quarterly reports on drug consumption, stock levels, and needs forecasts.
  • Coordination:
    • Coordinate closely with procurement and logistics teams for timely ordering and replenishment.
  • Expiry Monitoring:
    • Monitor expiry dates and ensure safe disposal of expired or damaged products.
  • Training and Supervision:
    • Conduct on-the-job training and supportive supervision of pharmacy staff in health facilities.
  • Policy Compliance:
    • Ensure compliance with Ministry of Public Health (MoPH) policies and any relevant donor guidelines.
  • Health Cluster Participation:
    • Participate in health cluster meetings, pharmaceutical management training, and supply chain reviews when needed.
  • Emergency Support:
    • Support emergency responses through timely supply chain management of emergency drugs and kits.
  • Confidentiality and Ethics:
    • Maintain confidentiality and ethical standards in handling pharmaceuticals.
  • Additional Duties:
    • Perform other duties as assigned by the supervisor to support the health program.

Job Requirements

Education:

  • Graduate from Pharmacy Faculty of IHS; Bachelor’s Degree in Pharmacy (BPharm) is preferred from a recognized university.

Experience:

  • Minimum 3 years of relevant work experience in pharmacy management, preferably in NGOs or healthcare settings.
  • Experience working in humanitarian or development health programs in Afghanistan is an advantage.

Language Skills:

  • Fluency in Dari and/or Pashto (both written and spoken).
  • Working knowledge of English is preferred.

Skills and Competencies:

  • Strong knowledge of pharmaceutical supply chain management and inventory control.
  • Familiarity with national drug policies, BPHS/EPHS standards, and essential drug lists.
  • Excellent organizational and record-keeping skills.
  • Good understanding of quality assurance and rational use of medicines.
  • Strong communication, supervision, and training skills.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Ability to work independently and as part of a team under stressful conditions.
