Job Description: Reproductive Health (RH) Officer


Job Summary

The Reproductive Health (RH) Officer is responsible for planning, coordinating, and implementing reproductive health activities in Herat province. This role ensures the quality delivery of maternal, newborn, child, and adolescent health services in accordance with national guidelines and donor standards. The RH Officer will collaborate closely with health facilities, community health workers, and other partners to strengthen RH services, provide technical support, build local capacity, and improve access to comprehensive RH care, particularly for vulnerable and hard-to-reach populations.


Duties & Responsibilities

  • Planning and Implementation:
    • Lead the planning, implementation, and monitoring of reproductive health activities in the assigned area.
  • Technical Support:
    • Provide technical support to health facilities and community programs on maternal and child health, family planning, emergency obstetric care (EmONC), antenatal/postnatal care (ANC/PNC), and adolescent sexual and reproductive health.
  • Quality Assurance:
    • Ensure that RH services adhere to national and international quality standards and protocols.
  • Training and Capacity Building:
    • Organize and facilitate training sessions for health providers, midwives, and community health workers (CHWs) on RH topics.
  • Supervision and Mentoring:
    • Conduct regular supportive supervision visits to health facilities and provide on-site mentoring and coaching.
  • Data Management:
    • Collaborate with the Health Information System (HIS) team to ensure proper data collection, analysis, and reporting on RH indicators.
  • Project Development:
    • Contribute to the development of project proposals, budgets, and donor reports related to RH activities.
  • Stakeholder Engagement:
    • Establish and maintain strong relationships with local health authorities, community leaders, and other stakeholders.
  • Supply Chain Coordination:
    • Ensure the availability of essential RH supplies and equipment by coordinating with the logistics and procurement teams.
  • Assessment Participation:
    • Participate in assessments, baseline surveys, and evaluations related to RH projects.
  • Community Awareness:
    • Promote community awareness activities on family planning, maternal health, newborn care, gender-based violence (GBV) prevention, and adolescent health.
  • Emergency Support:
    • Support emergency responses related to maternal and newborn health when needed.
  • Gender and Inclusion:
    • Ensure integration of gender, protection, and inclusion principles into all RH interventions.
  • Additional Duties:
    • Perform other duties as assigned by the supervisor.

Job Requirements

Education:

  • Bachelor's degree in Midwifery, Nursing, Public Health, or Medicine.
  • Master’s degree in Public Health (MPH) is preferred.

Experience:

  • At least 3–5 years of relevant experience in implementing and managing RH programs, preferably with NGOs or international organizations.
  • Experience working in maternal and newborn health, family planning, and adolescent health programs.
  • Experience in training health workers and conducting supervision and mentoring.

Technical Skills:

  • Strong understanding of national RH policies, guidelines, and protocols.
  • Knowledge of clinical care for sexual and reproductive health, including EmONC services.
  • Familiarity with humanitarian health interventions and emergency reproductive health kits (MISP - Minimum Initial Service Package).
  • Good skills in project planning, reporting, and monitoring & evaluation.

Soft Skills:

  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Strong analytical and problem-solving skills.
  • Respectful, flexible, and culturally sensitive.

Languages:

  • Fluency in Dari and/or Pashto.
  • Good working knowledge of English (oral and written).

Other Requirements:

  • Ability and willingness to travel regularly to field locations within Herat province.
  • Commitment to upholding organizational values, humanitarian principles, and gender-sensitive programming.
