Job Description: Procurement and Logistics Officer
Position Summary
The Procurement and Logistics Officer will oversee procurement activities, supplier relations, logistics coordination, documentation, and asset management to support the effective delivery of the NGO's projects and operations.
Key Responsibilities
- Procurement Management:
Manage all procurement processes in compliance with internal policies and donor requirements.
- Documentation:
Prepare, review, and maintain all procurement documentation, including RFQs, purchase orders, and contracts.
- Supplier Relations:
Identify, evaluate, and manage relationships with suppliers and service providers.
- Database Maintenance:
Maintain up-to-date supplier and vendor databases and evaluate supplier performance.
- Logistics Coordination:
Coordinate logistics for the timely delivery of goods and services to project sites.
- Record Keeping:
Ensure proper documentation and filing of all procurement and logistics records.
- Monitoring Procurement Plans:
Monitor procurement plans and update project teams on procurement progress.
- Policy Development:
Support the development and enforcement of procurement policies and procedures.
- Goods Inspection:
Oversee the receipt, inspection, and verification of goods and services delivered.
- Asset Management:
Manage the inventory and tracking of organizational assets and equipment.
- Periodic Verification:
Conduct periodic asset verification and ensure accurate asset records.
- Collaboration:
Coordinate with finance and program teams to align procurement with budgets and timelines.
- Compliance Assurance:
Ensure compliance with donor procurement regulations and audit requirements.
- Logistics Planning:
Assist in logistics planning for field missions, including transport and accommodation arrangements.
- Additional Duties:
Perform any other duties assigned by the line manager.
Job Requirements
Qualifications/Experience:
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, or a related field (Master's degree is an asset).
- Professional certification such as CIPS, CSCP, or equivalent is highly desirable.
- Minimum of 5 years of relevant experience in procurement and logistics, preferably in an NGO or humanitarian context.
- Strong knowledge of procurement procedures, donor regulations, and compliance requirements.
- Excellent organizational, analytical, and problem-solving skills.
