Job Summary

The Admin & Finance Officer reports to the WDIO Provincial Education Manager. The following items are the main responsibilities of the Admin Finance Officer:

Main Duties and Responsibilities

  • Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.
  • Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.
  • Keep a regular cash book & bank statement record and be ready to report immediately on budget status.
  • Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.
  • Ensure timely payments of stipends for trainees.
  • Be responsive to the orders issued by the supervisor on project-related issues.
  • Prepare financial reports as needed by the contracts.
  • Prepare the budget for the next program if such a budget is requested.
  • Manage and supervise the supporting staff of the project.
  • Maintain personnel files for all the staff involved in the project.
  • Arrange for the recruitment of the supporting staff.
  • Plan and organize the transportation system for the project.
  • Plan and organize the maintenance of the project environment, considering high standards of sanitation and hygiene.
  • Keep an inventory of all equipment, furniture, property, and goods belonging to the project.
  • Maintain an orderly system of files for correspondence, reports, and contract-related documents.
  • Provide cell phones and rechargeable cards as needed.
  • Ensure that everything is time-bound and available before it is needed.
  • Supervise support staff (cleaners, cooks, gardeners, drivers, and guards) for daily activities.
  • Record administrative activities of the project.
  • Perform other tasks assigned by the line manager.

Job Requirements

Qualifications:

  • Bachelor’s degree in Economics, BBA, Accounting, Political Science, Management, or any other relevant field.
  • At least 3 years of related experience.
  • Required Languages: Excellent Pashto and Dari reading, writing, and verbal skills; fluent in English reading, writing, and verbal skills.
  • Excellent computer skills: Word, Excel, PowerPoint; ability to quickly learn various reporting systems.
  • Strong communication skills.
  • Proficient computing skills: word processing, spreadsheet design, and presentations.
  • Efficiency, result-oriented, and excellent management capabilities.
  • Ability to solve problems and resolve conflicts.
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely.
  • Excellent capacity development and teamwork skills, with cross-cultural and gender sensitivity.
  • Respect for the confidentiality of the organization.

WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.
