Job Summary
The Logistics and Procurement Officer, under the supervision of the Procurement Manager/Provincial Education Manager, is responsible for the overall logistics and procurement at the provincial level and for supporting the program operationally. The Procurement & Logistics Officer will carry out the procurements of the GPE Program in Kunduz in accordance with the rules and regulations of the WDIO procurement policy.
Main Duties and Responsibilities
Procurement Responsibilities:

- Collecting the internal order form from the logistics department daily.
- Preparation of purchase orders and obtaining approval from logistics and finance for each purchase.
- Delivering goods after purchase to stock or the required department or clinic, and keeping copies of delivery notes for purchasing proof.
- Justifying any advances taken from the finance department with required documents (e.g., original bill receipt signed by parties, internal order form signed by a logistics officer, purchase order or contract signed by logistics, finance, and Project Manager, and a delivery note signed by stock responsible).
- Purchasing necessary tools on time for any emergency order.
- Updating all order sheets daily and sending them to all by the end of the week.
- Procuring daily emergency orders.
- Responsible for all Kunduz project procurement.
- Guiding and preparing, reviewing procurement plans and procurement monitoring plans.
- Preparing bidding documents, RFP, RFQ, and other relevant documents.
- Establishing a good monitoring system to manage and monitor all procurement activities in the province.
- Developing a filing system and establishing a functional procurement computer-based database.
- Conducting procurement training to build the capacity of procurement staff.
- Guiding and managing the processes of advertising, bid receipt, and bid opening in accordance with agreed procurement procedures.
- Monitoring and reporting procurement implementation progress/status as required.
- Reviewing and clearing bidding documents, RFP, RFQ, and ITQ prior to submission to the Procurement Director for approval.
- Managing the filing/record system in the office systematically and retrievably.
- Performing any other required project-related tasks.
Logistic Responsibilities:

- Supervising drivers, ensuring they are responsible and fulfilling their duties as outlined in their job description.
- Keeping a record of days worked and nights worked for all drivers.
- Ensuring fuel is issued to vehicles and that proper fuel consumption records are kept.
- Making arrangements for vehicles to receive A, B, and C servicing in conjunction with the mechanic.
- Ensuring that any breakdowns or minor faults with the vehicles are repaired quickly.
- Ensuring that the mechanic contracted to service the vehicles is working professionally at all times.
- Ensuring that all vehicles are repaired/serviced inside the compound, spare parts are used correctly, and proper vehicle journey log books and spare parts records are kept.
- Never allowing vehicles to leave the compound unless they are in good road-worthy condition.
- Providing tool kits to teams traveling long distances, with regular checks on the kits.
- In consultation with medical teams, making a weekly vehicle program to ensure efficient use of vehicles and good support to the teams.
- If a vehicle is required to be rented locally, ensuring that this vehicle is in good condition and capable of meeting its requirements.
Job Requirements
Qualifications:

- Bachelor’s degree in business, economics, management, or social science.
- At least 3 years of relevant experience in similar roles.
- Good knowledge and understanding of procurement law, procurement rules of procedures, NGOs, and donor agencies.
- Ability to travel to provinces.
- Good knowledge and understanding of procurement and logistics-related activities and forms.
- Ability to apply good judgment and interpretative skills in dealing with procurement-related issues, including common technical and commercial aspects of bidding and bid documents, bid evaluation, contracts, and other procurement documents.
- Good skills and ability in effectively communicating and coordinating.
- Excellent knowledge of spoken and written Dari/Pashto and English.
- Good computer and internet skills.
