In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.


Job Summary

Objective: The Project Management Senior Specialist will be stationed at the Ministry of Energy and Water (MEW) to provide technical support in the implementation and direction of energy projects, coordinating with relevant organizations and directorates.

Depending on the project's nature and configuration, the specialist may execute technical studies, conduct reviews, and supervise one or several physical infrastructure assets across multiple sites.

The Project Management Senior Specialist is expected to manage the implementation of energy projects, focusing on local stakeholder management, site risk management, resource management, and quality management.

This position will report technically on daily activities to the Directorate of Quality Control for Energy Development Projects.

Duties & Responsibilities

  • Regularly interact with the project management unit and project teams.
  • Develop project quality management strategies to implement requirements across various tasks and initiatives.
  • Facilitate and lead the creation of project supervision tasks, work breakdowns, task prioritization, and integration plans with the directorate management team.
  • Research and recommend project management policies, principles, and practices.
  • Establish effective project-specific processes and procedures.
  • Coordinate and assist in resolving conflicts and issues within project teams and among stakeholders, providing recommendations and solutions.
  • Prepare reports and documentation related to projects.
  • Serve as a liaison with other work units, programs, and organizations to disseminate relevant information.
  • Evaluate schedule and cost constraints along with operational and performance specifications for selecting project materials and components.
  • Plan, schedule, perform, and/or review inspections and tests of parts and equipment as required for project operations and completion.
  • Identify, assess, and plan efforts to address project faults and implement necessary adjustments.
  • Facilitate collaboration between project engineers and technical teams to gather, process, and archive test data in the lab or field.
  • Recommend, plan, and schedule operational training to prepare for and execute project tasks.
  • Provide input and participate in the unit's strategy implementation planning process.
  • May perform duties of an Engineering Technical Support Specialist or Engineering Systems Support Expert, along with any other tasks assigned by the directorate.
  • Ensure quality control for management outputs (project documents, reports, etc.).
  • Establish and develop environmental and social plans (ESP) and Grievance Redress Mechanism (GRM), monitoring and tracking their implementation.

Job Requirements

Education, Experience, and Skills:

  • Education: Bachelor’s Degree or higher in Electrical, Power, Mechanical, Civil, Energy Engineering, or related engineering fields.
  • Experience: A minimum of seven years of relevant experience in implementing power infrastructure projects.
  • Other Skills:
    • Comprehensive knowledge of engineering management related to the position.
    • Proficiency in one of the national languages (Pashto or Dari) and fluency in English.
    • Strong reporting, administration, management, assessment, and communication skills.
    • Ability to use project management and scheduling software.
